Dealership couldn't find coolant leak, offered upgraded ignition assembly

Pasadena, TX : Bad, bad, decision to deal with Kia Service after my warranty has expired. I have a coolant leak, but no visible dripping. A friend used a coolant pressure tester from Harbor Freight but couldn't find it either. I take it to the dealer & they offered to install a recalled ignition switch & just charge labor, as well as find the leak.
My car has been the victim of two attempted car thefts and the locksmith just glued back the plastic & repaired the ignition. The dealers offer sounded reasonable, the cosmetics were a little ghetto around the ignition column, but it did operate ok.
Well they had the car from Thursday-Monday. They had to order the part. They called to say they couldn't find the leak but wanted to change a leaky valve cover gasket for $525. I declined. Driving the car to work , it started raining . I turned on the wipers, but No wiper action. Something was wrong. As I parked the car and turned engine off, the wipers started working when it slid pass accessories ignition position.
I returned the car within the hour to the shop and told them to tighten/adjust whatever the problem is. A few hours later, they told me that the turn stalk, wiper stalk was damaged and they needed $325 for New plastic parts to fix correctly.


What is this ? I paid a $190 diagnosis fee, paid $475 for the ignition install. They are demanding $325 in PLASTIC PARTS. Did I just GET ripped off & got a repair done by a incompetent tech ? 2012 Kia Soul 2.0 Nu Mpi DOHC 133K
