2013 + cruise comtrol ?

Finally purchasing my 2013 + after long search. 89,289 miles ! Only a left front former damage... bondorepair fender shows it wasn't major. Rides nice on hwy, nice power for a 2.0
Question, couldn't get cruise control to engage. Still not used to driving one of these. Don't know if "user error" or if it's out. Can I get a step by step engaging wise ?
I hold on/ off down, then push up "on/ accelerate", hold to engage... doesn't do so. Does cruise on a 2013 have a fuse ?
How would a shop diagnose/ trouble shoot. Have never owned a car w/ cruise... for my first "new car" would like it to work.

Guy I'm buying from "says" it works....

Are you holding On/Off button down while at the same time pressing On/Accelerate?
