Maybe....
I drive on roads like that with 4-season M&S tires on a regular basis during the winter. (4WD and FWD). No problems. It is important to slow down.
From my perspective, studded tires are a waste on that kind of road. They add little in terms of safety and they chew the public road to pieces. I kept waiting for the gradient of the paved road in the video to get nasty and it never did.
There are plenty of places in western USA and western Canada where studs would be helpful. Perhaps there are also a few places in eastern North America where studs would be handy. Not on the road in the video IMO.
When places like Buffalo, NY experience one of those Great Lakes storms (this is not the first time), everybody should stay off the road, including people with studded tires.
