Is that bad idea to part with tpms system? Are these specific to each car? Programming required? If I order new rims and tires off internet I can get free mounting and balance. Spending another $400 for tpms aftermarket does not make sense. Thinking running new rims without it maybe pull lamp in back of cluster or maybe I can pull fuse.

As I understand it, you can do that but if you sell the car, the TPMS system has to work (not sure how that is enforced, perhaps Homeland Security has a division of TPMS police). So at that time you would need to put them back in. Not sure where you got the 400 dollar figure, but, for example, I believe that Discount Tires, on this site, mounts new tires with a TPMS installation kit that cost around 45 bucks. You can verify that with them. There is another tire discounter that you see around here that puts in all new sensors when it does a tire swap for around 190 bucks. Small piece of black electrical tape would suffice to cover the light on the dash.
