It's all about knowing the capabilities, and limits of your vehicle and what it's got on it..I grew up in Redding, CA. The whole town shut down when it snowed.
After I moved to NH, I learned how to drive in the snow. One winter, I drove down to FL to see my kids. A snow storm hit SC and NC just before I drove back home to NH. People were driving less than 10MPH on Interstate 95. I was blowing past them at 45MPH, because I knew how to drive in the snow!
You can do better on all seasons than someone on winter tires simply with that bit of knowledge.
