How do I remove to install LED?

On the right side? Does the black around the clear come off too?

OR... you can just reach under the bumper to get to it, and just push it out... No screw-driver needed...
Note: Just put it back in the way it came out... Make sure it is flush when done...

I hope you guys can help, I'm having a problem with the license plate lights not working (both) I have changed both bulbs and it did not help. is there a fuse for these, I don't see it listed in the fuse box. Does anybody have and idea?
