My experience with Kia Canada has been really sad. I qualified for rebate back in Nov.2012 ( on line) and filed a work order at the dealership in Dec.2012. I called the “rebate hot line” twice to follow-up in Jan.2013…..no callback. I guess I'll call them in Feb.2013,but it feels like a waste of time.
The entire “program” is a joke !!! The “hot line” is a call centre that has no info at all, the Kia dealer claims they don’t know anything and point to “ Kia Canada” .The way I see it my experience with Kia has been below what I learned to expect from a car company in Canada.
I’m just looking for feedback. No plans to buy a second Kia for now.

I had no problem getting mine it did take quite a while but the Christmas holidays were in there. I submitted mine at the dealership (its processed just like a warranty) got a copy of the process, this was November 15th. I received my card first week of January. I did receive an email from Kia Canada to say they had processed it and the cards were sent out around Christmas.
You didn't say when in December you filled out the work order at the dealership. It could take 6-8 weeks.

I filed the claim/work order at the dealership mid Dec.2012 and as of Feb.22nd 2013 I have no refund. I need to go service the car soon so I'll tell the dealer how I feel . I may call the "hot line" that is nothing more than a telemarketing call center, but Kia never called me back when I called the "hot line" in Jan.2013

it's put on warranty claim work order, so you should have a copy when you submitted the claim, with a number on it and they should be able to track it like any other warranty claim - dealers your best bet.

I haven't had any problems either, though I'm in the US. I've received 2 back so far, from 2 different cars. I'm getting ready to bring mine in again. It took me about 3 weeks, both times, to get the card from the time I went to the dealer.
